Mikrotik, is it possible to restrict traffic by username, and not by ip / mac?

For home use, I have Mikrotik RB951G-2HnD. The kids are growing up, there is an urgent need to limit traffic. In principle, I figured out how to limit traffic for a device - restrictions apply on a children's tablet. But with a computer, such a trick does not work. I have my own user, the children have their own. With any restriction of traffic by ip / mac, I accordingly limit myself. Actually, does Mikrotik have the ability to limit traffic by user?
PS It is necessary not to cut the speed, but the sites.

1. Execution of the script when logging in windows. Well, for example, in autoload and scheduler.
netsh interface ip set address name="LAN connection" source=static addr=10.0.5.99 mask=255.255.255.0 gateway=10.0.5.1
Children under a simple user so that they cannot change their IP.
Here, of course, you need to break your head on how to download a bat-nickname from the admin.
For example, in the "Task Scheduler" there is a trigger "at logon" user - "children".
1.2 Similarly, but set the children's DNS . But kids can get around.
2. In the browser, the proxy server is from Mikrotik.
Blocking sites using a proxy server
3. For children, their own separate "children's" browser .
I have a million more ideas.
All this can only be based on the fact that children will not be able to install any additional programs or change settings. That is, they should have the lowest privileges on the system. And if you get into security policies , then you can still cut almost everything.
