In general, this is done on the web server side using redirect 301, and not on intermediate routers.

you will not make such a redirect humanly.
To give 301 code - you need to establish a connection. To establish an https connection, first you need to agree on a certificate. So it turns out - the client comes to https://google.com and, accordingly, expects a certificate on google.com. And if it visits https://yandex.ru , it expects a certificate for yandex.ru. It turns out that the certificate on your stub should be on *. I sincerely doubt the existence of such a certificate. Even if you draw a self-signed one, the client browser will still swear;)
