Mikrotik. Dynamic policies for PSK/X-Auth connections not generated?

Mikrotik goes directly to the Internet. Gets IP via DHCP. Connections via l2tp/IPsec connect normally, policies are generated and displayed correctly. Connecting from a mobile phone (android) IPSec Xauth PSK establishes a connection, a line appears in Active peers. The IP address is given to the phone. Ping to addresses 10.200.120.1, 10.1.16.1 works, but not to 10.1.16.2.
