Mikrotik does not log in through winbox, what to do?

Such situation. There are two mikrotik rb951. Internet comes to one (1.254). The second Mikrotik receives ip from the first and works as a repeater (1.8). I'm trying to log in via winbox to 1.254 by ip. It tries for a long time, then writes that it was not possible. On 1.8 it goes without problems. Now I'm trying to go to 1.254 on the poppy, but for some reason it goes to the 1.8 router.
I'm trying to access 1.254 through the browser, everything is fine
. What could be the reason for such confusion?

And with a firewall it is exact everything is all right? Those. when completely turned off the same fable?
Although no, it shouldn't. Here, for a start, it's probably worth trying traceroute.

It happens with Mikrotiks. I have one Mikrotik with a glitch. After a factory reset, you can enter it through winbox. You only need to set it up in one go. If you press the apply button, Mikrotik cuts off the windbox and that's it. To get into it, you need to do a reset.
This is a hardware problem, maybe a broken memory somewhere. I haven't seen this problem with other Mikrotiks.
Yes, the web interface does not work either.
I tried reloading the firmware, flooded the service firmware. The result is the same. But at the same time it works properly, does not freeze and does not buggy. Mikrotik RB SXT 5HPnD
And in the case of a guy with two Mikrotiks, it should be so. You are connected to the first Mikrotik, and the second Mikrotik is connected to it. When you connect to the first one, you have a connection from the local network, windox works. And when you connect to the second Mikrotik, this is already a connection from outside. He has port 80 allowed in the firewall, but port 8291 is closed. You need to configure the firewall on the second one and open port 8291. Or connect to the second microtic and winbox will work on both roster.
Sorry for the many letters.
