Migrate a site between AWS Regions. How to minimize downtime?

Good afternoon!
Please tell me how to move the site between Amazon (AWS) regions as painlessly as possible in terms of downtime.
There is a site on AWS region US. A copy of it was created in the EU region. DNS is used by route 53. You need to change the IP in DNS. Elastic IP between regions cannot be used.
What is the best way to minimize downtime when changing IP?

Turn off the site on the first machine (so that no one writes to the database) or switch it to read-only, transfer the database files, turn on nginx proxying on the old server to the new server (or directly in iptables).
