Microsoft Azure - Is there a charge for a stopped VM?

Who knows, please explain how to pay for Azure resources. Do I understand correctly that a fee will be charged for the created virtual machine, regardless of whether it is stopped or not? If I only need to compute occasionally for a few hours a day, can I only pay for that time used, for the actual resources consumed, and pay nothing for the rest of the idle time?

Please note that it is not enough to do "Shutdown" in the OS. You need to shut down the VM in Azure. If you are using the portal, the shutdown VM state must be "Stopped (deallocated)" in order to not be charged for it.
But! Don't forget disks. They are charged even if you don't use them.
