Another option (if there is a SIM-Card) is that you can sew keys there. In general, there are a lot of things in SIM that are useful for security. And they cost pennies. Google: SIM Application Toolkit. On a large number of devices - the cheapest and safest way (of course, if there are no WIFI-only devices).
