Methods for checking the legality of software

Hello. The task is to conduct an audit of computer equipment for the legality of software in several companies. It is not possible to achieve the raising of documents for the purchase of software and other things. Not all PCs have stickers.
How, in this case, and indeed, would it be correct to conduct an audit? Is there any additional software that can quickly and easily identify pirated products? As a rule, these are windows and office.
I understand that in any case, documents and boxes are needed to prove the fact of buying software, but now there is no such possibility.

If the key was generated or a generic OEM key was used, then how to understand whether it is a pirate or not?
IMHO can not be determined in any way without purchase papers or, at least, license stickers.
And still there will not be 100%, since the software could be bought on paper once, and installed five times.

Both Windows and Office can be safely downloaded, installed and activated with some valid key found on the Internet, so that purely technically there will be no difference between a licensed copy and a pirated one. The difference will be just in the documentary evidence of the purchase (which cannot be found and without which it is unlikely that anyone will be able to prove the legality of the software). It all depends on the purpose for which it is necessary. Look at the installation keys and drive them into Google, perhaps that's enough.

For each separate name of the software, an independent approach is needed: in some cases, there may simply be no documents (promotional product, etc.).
Define software without documents/stickers (if documents/stickers must be) as illegal.

At one time, the regulatory authorities of Russia had softkeys for quick “punching” - they pulled lists of keys and serial numbers from the products known to them from the system registry and compared them with a database of obviously counterfeit ones. The base was built into the program itself.
I saw, even held the distribution kit in my hands.

I want to note that now it is possible to use new anti-malware tools, at least I know that new rules are being introduced regarding licensed software and some people will be able to check the software that the user will download.
this will be done automatically with the help of a CHIP, the files will go through a special chip that will generate an amount, which will later be stored in one database ... I think that the google server will be used to store everything that the user downloads, in the future it will even be possible to see the history of what will be downloaded, etc....
All this data will be kept for public use, and large anti-virus companies who receive permission (if they receive it will be able to use it in their advertising campaigns.) For example, such a statement could be put forward to certain wealthy states, whose income from Internet products is declining, those to control all the software installed on the PC by yourself ... etc.
For example, there are a lot of pluses and a lot of minuses ...
You may not know about it until a certain point, no one will make such statements in the direction of new devices, since the user's right to send data will be violated, etc., but you can find a way out if you install licensed software and send data, for example, to Microsoft, thereby enabling the operation of this chip, etc. ...
What is good or bad is for you to judge
In some cases, in order to avoid the penetration of homemade products into the market and the marriage that may occur through no fault of the company, etc. thus, all companies will eventually be able to participate in this process by paying a fee for only 1 chip.
In principle, you can protest against such interference in personal life, including against the introduction of more and more control over a person, no matter what happens in the future, so that we all will be indebted to one rich uncle who will keep or come up with more and more new methods of protection or control. ...
