Meta tag with parameters name="robots" and content="noindex, nofollow" will close indexing or not?

The question is as follows:

Yes, it will help. The main thing is not to close such pages in robots.txt. Otherwise, pages that are closed in robots.txt may be presented in search results (for example, if there is a link to it from another site or a page on your site).
