Merging branch after commit?

Good afternoon.
Approximate scheme of work
1. There is a master branch.
2.Create a new branch test1 and make changes on it.
3. We send a request to merge with the master branch.
4. After approval, the branches are merged.
Is it possible to create such a scheme within one repository?
