I have come across similar behavior. It seems to depend on the size of the application. Since the latest versions of Android, it does not allow you to take up the small remaining space in the system memory - so that the system always has room to work. How much is "little" - he decides. Until I thoroughly cleaned the memory, some applications were not installed.
So it was with me. Perhaps yours will be different. If possible, transfer some of the applications to the SD card, because. By default, applications are installed in the system memory, and try again.
