Mechanism of 5 units of karma?

Recently, there have been a lot of questions on Habré regarding the impossibility of writing an article due to insufficient karma. “How to write?”, “Why can’t I write an interesting article?” etc.
The very idea of ​​such a restriction is more correct than not. But the abolition of personal blogs and the inclusion of a minimum threshold of 5 karma essentially killed most of the opportunities for writing good articles and influx of new authors.
I have 2 articles in my profile: a translation that collected 42 pluses and no pluses in karma, and an article about my project that collected 5 minuses and about the same number of minuses in karma. Perhaps the sample is not representative, but it can still describe the trend: pluses are put only at a personal request, and minuses are just like that.
Therefore, in this issue (and I can’t create a survey topic:) I propose to share my thoughts on improving the mechanism of restrictions on writing posts.
I'll start with my suggestion: there should be a special blog in which a person can publish a post with any karma, even negative. It can be called anything, "Personal Blogs" for example. Articles in this blog cannot go to the main page, but after typing a certain number of pluses to the article, the author can transfer it to the thematic blog. Such a sandbox, only for already registered users.

This was the button "raise the author's karma" so that lazy people do not have to go to the profile for a plus. There was a good thing, then 10-15 pluses in the topic were “converted” into one plus into karma, because. it was easier for many to click another arrow. Then it was removed, such as to avoid distortions. But now it is really skewed in the other direction, because. minus ones are more active, as a rule, than positive ones.
But arguing with UFOs is useless, so I personally hammered the bolt on this case.

There is a very simple human aspect at work here: praise is taken for granted by most people, but criticism in most cases is taken as a personal insult. But even more interesting is that a conversation on abstract topics leads to a similar result: if the opinion expressed corresponds to the personal one, it should be so, and if the expressed point of view differs: “You are a bitch! .. What am I to you ...” and "minus" in karma immediately.

In my opinion, it would be right if the ability to publish an article was influenced not by karma, but by rating. Since the rating tends to karma over time, this will not lead to the publication of tons of slag, but will temporarily provide an opportunity for adequate, but downvoted people to write articles. That. if a downvoted habrauser gains a rating on comments / answers, he automatically gets a temporary opportunity to publish an article (until the rating automatically decreases). If he writes something useful, he will receive both karma and a rating, and either get out of the minus, or extend the period during which he can be published. He writes slag - it will merge the rating back and even lower karma - it will be more difficult for him to get the opportunity to publish the article again. Thus, there will be more articles and self-regulation will manifest itself much more strongly (now it practically does not work at all). For example, I can easily get out of the minus rating, but I don’t want to beg for karma or make a reset. I think there are a lot of such people, and many of them could write on Habr.
Of course, there are also disadvantages - Petrosyans who have sharply received a rating on a funny comment will get the opportunity to publish - but self-regulation will minimize this harm. The current system, after all, is also not without flaws - all sorts of boomburums can publish ads and other slag without fear of being downvoted (there simply aren’t enough downvoters). What do they use from time to time?

2.2. Many newcomers will not be able to publish their articles and will either pervert the Q&A or leave.

Wrote an article in the sandbox, received an invitation - 40 rating, 80+ put in favorites.
I began to write posts, q & a, read q & a - there is not a single message with a minus, some are plus.
The result of karma was at first 8, now 5. Judging by the trend, next week I will become a complete noob.
Can anyone explain why this is happening? What other merit is needed?
