Maybe someone knows why in Photoshop I crop the picture with the Crop Tool (it comes with a frame), crop the frame, and when I save the frame reappears?

You have probably applied a style to the layer with the image in the layers panel - stroke. That's why a gray stroke appears along the contour =)
Open the layers, the layer with the desired image and remove the stroke from it. Then you don't have to cut anything.
