Materials on the device of video streaming processing systems?

Good day to all. Has anyone come across, or can share materials on streaming video processing with neural networks? We need materials specifically for building factories, for calculating capacities.
As an example of a task, there is a trained neural network that puts a cartoon face on a face. How to build a system that would impose a face on 100 users (100 simultaneous threads)? What libraries are used, spark kafka? What capacities will be required (what calculation method?).
In general, I would be grateful for any information.
