Maps for an open source site?

Tell me, what free alternative to choose after the price increase for google maps API to use maps of Europe? With the opportunities that google maps used to give - 25 thousand hits per day?
A minimum set of functionality is required, displaying markers, hints for markers.
openlayers or leaflet or mapbox?
what is the most popular now? preferably with access without a token?

This is too general a question. Like "my site no longer fits into RuVDS limits, tell me which alternative to choose." It all depends on the requirements: how customized the Maps API is, how many users, how big the company is and how much you can afford to pay per month, which map features are important and which are not, how skilled your JavaScript programmers are.
For an entry-level web map, I recommend Mapbox JS or Mapbox GL JS: they have good documentation, many useful components out of the box, and the price is lower than Google's. If there are hundreds of thousands of users and no money, you can try to find a person to set up a local tile server and get by with LeafletJS.
