Management wants to hire a clearly incompetent employee. What to do?

There is a project on cs-car multi-vendor, the management wants to hire a certain person "administrator", who should perform the functions of a content manager and at the same time have access to the code. As I understand it, this employee will then allegedly make changes in the system itself, I perfectly understand the delusional nature of this idea, because there are 2 specializations - a content manager and a developer, but so far there have been no reactions to my letters with arguments against.
Perhaps someone has experienced similar problems when management wants to close two positions for a small amount, trying to hire a similar employee. What are the arguments against such a decision? My statements that I will not give access to such a person while I work here, they again ignore.
PS One of the leaders believes that he understands web development and claims that there is no difference between conditional wordpress and cs-cart multi-vendor, and even a junior can do a great job (in the context of a developer job) without having experience with this CMS .

It happens everywhere. That is the essence of business. It's just that somewhere the situation is tolerable, somewhere it contradicts the technical meaning.
You decide what to do. In a crisis, you can always find a person who is simply ready to work for money, and if they also give you the code to tinker with, then you can get development - it depends on employment.

Put the site on git, implement the review code and give access.
In the case of sides, you can always provide a report on what and how was done wrong and roll back the changes. Take responsibility off yourself.

If he has access only to the admin panel, let him pick. The main thing is not to climb into the source code of the template. As far as I remember, it can be easily broken from the admin panel.
Remove responsibility from yourself.
