Making (designing) a .NET program and dynamically creating components?

Hello! I again took up the development of the Vk client under Windows and this time things went well, but there were other problems that need to be studied.
1.How to design a program, create a non-standard view, a form for controls?
2. VKontakte and other client programs components are not static, they change their position and size (and even the very fact of existence) depending on the availability of information. For example, if there is no “about me” tab, then it simply does not appear, and everything else moves higher, thus the design is dynamic. Is it possible to somehow implement this in your program?
Is it possible and how to develop just the appearance of a component in WPF and XAML and use it in a regular WinForms program?
If it matters - VB.NET language. Thanks in advance)
