My checklist is:
1) XHTML, HTML5
2) CSS, CSS3
3) JQuery (with reference)
4) @media
5) IE6 (Incredibly disciplined)
6) IE8 and smooth degradation
7) BEM
8) Your server-side language or templating engine
9) Possibly reprocessors (jade, stylus, sass, etc.)
