Make an interactive, clickable shape out of a drawing?

Hello.
I am developing a desktop program in python, in which one of the functions should be as follows.
A file with a drawing is opened (maybe just a piccha, or maybe a compass) and with the help of a certain tool, the places needed in the drawing are highlighted.
And there is a second tool that can interact with selected elements, more precisely, open a box inside which you can put information about a piece of this drawing.
Essence of a question: can who knows as approximately it can be implemented. For example, suitable libraries, some similar examples in the literature. In general, I will be grateful for any clue)
