Make a smart hotspot based on an Android smartphone?

Good afternoon!
Due to the fact that the market for mobile access points is not small, but it is very, very difficult to find something worthwhile, the following question arose:
Please tell me if it is possible to make an Andriod-based smartphone (of course, with ROOT access) - a smart point access, with a policy of "everything is prohibited except permitted"?
The essence is simple, several devices (mobile) are connected to obtain Internet access to this access point, they are allowed abc, everything else is prohibited ...
Maybe someone had experience or can help in resolving this issue?

Of course available. The access point is organized by default in the settings. iptables will help to disable everything except a,b,c.

UPD: I apologize for the offtopic, but what did the TP-LINK WR702N and TP-LINK TL-MR3020 hardware solutions not suit ? You can put dd-wrt on the latter and you can certainly organize any functionality there.
