macOS (mavericks). Why is the installed wallpaper folder being reset?

I set a folder to replace the desktop wallpaper:

In theory, now all wallpapers should be taken from this folder. And now I create a new desktop:

and voila - the new desktop has a standard OS wallpaper. Who knows how to fix this?

Try putting your wallapers folder in your Images folder.
