Low speed network share windows, why?

There is a server with ESXi installed and a deployed Windows Server 2019 Datacenter. There are such roles as AD DS, DNS, DHCP, NAT (routing). There is also a network drive. The crux of the matter is that on 2 physical PCs the speed is normal, even in the outside the speed is normal (100 Mbps). But with some virtual machines there is such a problem that when transferring a file through the explorer, the speed drops to 0kb / s. After a minute or two it resumes. And again falls to 0. What could be the problem?

Most likely a problem with the disk subsystem.
Check the speed of copying inside the virtual machine itself. Is it very different from copying on real hardware.
Doing NAT on a wine server is, of course, something else...)))

Probably with the fact that this is a virtual machine.
The disk subsystem in virtual machines suffers the most. Here it depends on the virtualization system, and on a bunch of other things.
From a stupid lack of resources, to suboptimal access to resources.
There may be a lack of memory for caching disk operations, and a heavy load on the physical disk, and a lack of processor, and non-optimal cluster sizes and FS settings in the virtual machine and on the host.
