Low cost VOIP calls to Italy

There was such a situation: my wife's sister lives in Italy, from the means of communication there is only a mobile phone of the local operator TIM. And we need to call her. We found this option: SIP-operator rynga.com, replenishment through betamax.ru. The cheapest replenishment is through QIWI, I issue a replenishment of 10 EURO, it’s impossible to do less, an invoice for 493 rubles comes to Qiwi, I pay from there, it’s good that Qiwi puts 500 rubles into the account without commission. In total, we get at a price in rynga of a call in the direction of "Mobile Italy" at 8 euro cents per minute, all this pleasure in the end costs 3.95 rubles per minute.
What do I want to ask?
I want to ask: are there any cheaper ways?

ps: do not even look at Skype, the price is 25c, against my 8c.

Well pipets finally! All tourist sim cards that you can find, they have Estonian numbers on +372, calling them is even more expensive than to Italy.

Using a similar page , you can find BetaMax, which allows you to call mobile phones even cheaper - for 4 euro cents . In general, Betamax has the most pleasant thing - it's free days for calls to landlines for 5 hours a week, if you put 10 euros, they usually give half a year of free calls.

You can make a "family" PBX. At home, pick up something extremely simple, such as 3CX, and hand out numbers to relatives. The client is on a mobile phone and call as much as you like, paying only for Internet traffic.
If you put an asterisk with g729 and use clients with it, then there will be just a penny.

Well, thanks for the Zebra, 3.59 is still a little better than 3.95.
As for my sister, no, no, no. No internet, not even landline phones, the most she can do is press the green button on her cell phone when it beeps :D
And that's what I thought. Let's say she has a second phone, with a number from USA. In all systems, a call there is very cheap, about 50 kopecks, and with Ringi, finally, conditionally free of charge, about 150 minutes a week.
So, the question is: are there any operators that give a SIM card with a USA number and so that when it is roaming in Italy, incoming calls are free of charge?
