The essence of the question is, is there such a software or application (maybe some script), which, based on the existing audio file, will search for it in a higher quality? Has anyone come across this issue. It is supposed that audio or rather music of different performers and genres.

Stupidity. This is impossible. But you can go tricky: take Audacity, add an EQ effect and boost the upper frequencies until your ears deceive you. Save.
And now why it works: when exporting audio in low quality, the upper frequencies ("treble section") are cut to save kbps and, accordingly, the file size. In the above way, high frequencies can be restored from the middle ones.
