Long delays in the response of the Bot, can there be a reason for a self-written SSL certificate?

Introductory part. Launched Telegram Bot. Actually started promoting it. Scored >10k base. Complaints about Bot's long answers began to come in, he checked requests in the console. I noticed that at some points, the answers come with a delay. The load on the server is minimal. The limit of sending messages per second is not exceeded. I don't see 429 errors. I set up a telegram log before launching, where I will track the duration of the responses. There are hiccups of delay. That answers within one second and less, then sends 5-6 messages ~ 10 seconds.
Nowhere can I find a logical reason, an explanation why such delays occur.

I heard somewhere that long delays can be due to SSL, but no one has given a specific answer to what it is connected with. The dude's certificate was made on cloudflare . I myself have a cloudflare certificate , sometimes there are delays, but I sin because my host is weak and there are 6 working bots on the host.
