Logo animation: cross-browser, mobile - how?

Perhaps the question is stupid, but I don’t even know which side to approach)
I need: to make a logo for the site. The logo will consist of a static text (company name) and an animated picture (svg or png - don't care), which should either rotate cyclically back and forth by 30 degrees, or, even better, rotate randomly - either clockwise or counterclockwise . Be sure to cross-browser, be sure to display adequately on mobile devices, preferably - the minimum weight (the picture itself is light).
