Login as a windows 10 user using a smartphone?

At work there is a PC worker with a set password. There was an idea that using a smartphone I can send a request to a local server (located on a PC), which will launch a file that will unlock Windows. Congestion at the last stage, I can not figure out how to authenticate a user with a name and password.

Probably @GoldGoblin about this:
https://msdn.microsoft.com/ru-ru/windows/uwp/secur...
...but I still don't understand how to put it into practice, and I'm lazy and don't have time to delve into it .
Alternative here:
www.howtogeek.com/222924/how-to-unlock-your-comput...
- scrolls down to "Windows PC and Android Phone" heading if Android.
They also send to android.stackexchange.com/questions/70170/unlock-p...
just in case.

windows 10 can unlock when you are nearby and block via bluetooth when you are away. Apps and crutches are not needed.
