Logic for email alerts?

There are questions from users. And so they can answer them.
What is the logical way to make notifications?
I thought it could create an event on response. So that the creator of the question would send soap.
I did not encounter notifications. Tell me how to do it right? Given that there can be many answers. I would like to sign up for more questions.

I prefer to separate tasks, adding answers separately. Separately, a demon that monitors the need for notifications and clears the queue. Spamming a letter for each comment is sometimes unnecessary and more complex logic is written.
