Lock Android on wake mode

We need a program that will prohibit the tablet from entering DeepSleep, but will not eat resources. Is there such a thing?
The fact is that on the Kindle Fire the latest firmware 4.0 with a new kernel does not charge from the outlet with the screen off (when it enters deep sleep), you need to charge it. And then you have to make sure that the screen is on, then it is charging.

I have on 4.0 in the settings menu, in the "Developer options" section, there is an item "Stay awake". If it's not there, then it's probably in the engineering menu.

you can enable "in debug mode do not turn off the screen"
