Location to the area from Google on the specified IP?

In the Google search engine, a very accurate determination of the location by IP address is now working, it looks like this:

Dorogomilovo district, Moscow - Based on your IP address

As far as I understand, the algorithm is as follows:
1. The coordinate is requested from the Google Maps Geolocation API ( https://developers.google.com/maps/documentation/b...
2. The name of the area is requested by coordinate through geocoding ( https://developers .google.com/maps/documentation/g...
The problem is that no matter how I approached this question, it is really possible to get only the coordinates for the IP from which the request was sent, without the right to pass the IP as a parameter.Proxies to all IPs do not attack :)
Does anyone know a loophole how to bypass these restrictions and make a request using your IP?
