Location of files on the server? Is it possible to make a full-fledged website without a CMS?

Hello everybody! I am making my website. I do it without CMS. until I studied them. Can you please tell me if there are any tips on the location of the files on the server? For example, at the root is Index.html, in the JS, CSS, fonts... folders, etc. The menu has seven sections. How to position pages relative to the root Index.html. I created a Category folder in the root and there are more folders in it with each menu item, I'm going to store the main pages of each section and images there. Tell me if such nesting is allowed or should I do something simpler?
Because is done without CMS, then it is done by pens and for a long time diligently. Is it possible to make a full-fledged website without a CMS?
Can anyone suggest a sensible forum where you can discuss and learn how to get started with the server?
