Local environment for Python project under OpenShift hosting?

I am learning Python + Flask, I want to host the result of my studies on OpenShift. Openshift itself uses python 2.7, setuptools, virtualenv.
How to set up setup tools and virtualenv locally so that the project can be tested on a local computer and nothing needs to be edited before pushing to the server?
