Loading the video card at 100% in games, how to fix it?

Good evening. There was a very nasty problem that has been interfering for almost half a year. So here's the problem.
Let's say I start the game. Everything is fine. Vertical Sync enabled. High settings, 60 fps. The video card is loaded at + - 60%. And after a while, the video card abruptly starts to load at 100%, and the FPS drops extremely. Up to 20. I tried to run the game at minimum settings, it's just that the video card was in adequate condition for longer.

I even set the minimum salary in the game, so that a little FPS was more and at least managed to screen. That's it.
I would really like to solve this problem. Thanks in advance. The video card worked fine for about a year or two, but now something happened ..

Pay attention to the cooling system.
Confuses your percent. On it, the temperature goes up even with a decrease in load.
And in general, 96 degrees is not good.

It looks like something is loading your video card.
Look in the task manager which process is loading the GPU during the FPS drop.
