Loading buildpacks on heroku?

I created a small selenium script here and set buildpacks for myself,

and that's bad luck, every time I change the code and do a deployment, for some reason it reloads these buildpacks, which takes up to 3 minutes, which causes discomfort
How to remove this, buildpacks do not change, why does it loads them and how to remove it
