Load calculation and server selection for Telegram bot?

I am developing a telegram bot, the essence of which is to add a post to the channel, written by the user in the bot with attached files up to 20mb (in most cases, pictures, but can be PDF, doc, xls). Since a large number of users are planned in the future, I would like to know how many server resources are needed for its stable operation. The database will store information about the user, the post, and the files from the post will be deleted after some time (as well as the post itself from the channel).

PS Is it possible to store files in some kind of bot chat and get/delete them when needed? (Even better if you can get the files in the channel itself).
