In the old versions of Illustrator there was such a button that, before the final tracing (before Expand), allowed you to change the image, there were no empty areas under the contours, and the contours themselves were layered on top of each other:

how is this done now in the new versions of CC 2018+?

The bottom line is that if you make Expand and use the Live Paint Selection Tool (Shift + L), then when you select and move the contour, there is a hole under it, and not another color that was layered before like a pie
