Live broadcast Skype conference with video part of the screen?

I want to hold some kind of online web-conference-screencast, but I did not find suitable tools for this. Skype is optional, in principle, it just seems to be often used for such purposes. And you need the following:
1. Broadcasting a voice conference of several people
2. Broadcasting a piece of the desktop (in extreme cases, the entire desktop)
3. Chatik (for questions and comments from viewers with the possibility of a ban) with saving history and time
4. Saving a video of a piece of the screen (2) with a voice (1)
Everything seems to be.
I ask for help in the search.

Well, this is a common feature, you can invite people with a plus sign

> 3. Chat (for questions and comments from viewers with the possibility of a ban) with saving history and time
It seems that this feature is available by default in conferences

The first thing I googled:
www.makeuseof.com/tag/record-skype-video-calls-free-vodburner/
And you can also use something third-party freestanding like Camtasia (Camtasia Studio).

Mmm… How about a webinar ? Supports all of the above, though they only write the entire webinar in full

Alternatively, use TeamViewer instead of Skype.
The only thing I do not remember is how it was with the audio conference. The one who is demonstrating will definitely be heard by everyone, but whether the viewers will hear each other - I don’t remember this ... In extreme cases, there is definitely a general chat there.
Regarding the license: for home use - free, for commercial - requires a purchase.

In one Skype conference, up to 300 people can write at the same time, 25 of them can speak and 10 people can show video or screen sharing if one of them has a premium account (300 rubles / month). But screen sharing is not available in some conferences, possibly if there are more than 100 people in the conference contacts.
Skype is most convenient for conferences because:
1. Many people have Skype and permanent. People can be called into a conference.
2. You can invite with links to Skype conferences by distributing them not only in Skype, but also on web pages.
3. Skype conferences have developed participation procedures and participant roles.
4. The possibility of targeted personal contacts and long-term business relationships gives a lot of constructive and perspectives.
