List of available encodings inconv()?

If you have already tried iconv() encodings for 20 and none is determined, can you see a list of all encodings, from which and into which this function is able?
If the work with iconv () is not crowned with success, can you somehow read the line by bytes and compile your own matching list? (the original information received is known). If yes, what is the best way to do it?
