Linux Mint taskbar not working in full screen mode?

TL;DR: The taskbar in full screen mode does not respond to clicks, instead it is hidden. Linux Mint 19.3 Cinnamon.
Greetings! I switched to Linux not so long ago, I have the knowledge that I need for comfortable use, while everything suits me. I tried several distributions, settled on Linux Mint Cinnamon. There was a problem: the taskbar in full screen mode does not respond to clicks properly (in the sense, as without full screen mode), instead it is hidden. Github mentioned this issue on a newer oneversion of the distribution, but no solutions were found, the developers did not give an answer (I don’t know if this is a bug, a flaw, or maybe it’s a feature (c)) In this regard, the question for more knowledgeable people: how to solve this problem (without changing the distribution / shell? Perhaps there is some extension that will solve this problem, or something. Thanks in advance!
PS if I do not get an answer here, I will write an answer to the issue on Github, ask for help there.

this problem was mentioned on a newer version of the distribution

update to the latest version as well. the problem will go away as soon as possible.
and what is in the panel settings in the Auto-hide panel.
