Linux is not looking for bluetooth devices, what should I do?

I need to scan bluetooth devices via hcitool. I write:

hcitool scan

In response, I see not a list of devices, but:

Device is not available: No such device

What should I do? Googled, didn't find an answer.

If you censored, then you failed.
Perhaps this answer will be useless, but I want to tell you: do not suffer. If it doesn’t start right away, then most likely it won’t start at all or it will start extremely difficult and will work every other time.
Are there other dongles?
