How can I link the regional domain .by to this server

Buy a VDS-ku in a squirrel, raise nginx on it, set up domain proxying to your server in the USA, register the ip-address of the vdski in a squirrel in the A-record of the domain from the registrar (or on your DNS servers, if any).
