License overlap (GPL v3, Apache License 1, 2.1)?

I am developing several GPL v3 projects, a question arose about their distribution together in the libraries they need for work:

1) "IPB3 Toolkit" - Ant script for automating all actions when developing modifications (applications, hooks, skins, etc.) for IPB3 . It requires svnant and the required libraries (Apache License 1 and Apache License 2.1) to work properly.

Question: Can the "IPB3 Toolkit" be distributed along with these libraries? (by putting them in the lib directory and adding license texts)

2) "TinyIPB" - integration of TinyMCE (LGPL) into IPB. The project consists of a plugin for TinyMCE that implements the required functionality.

Question: How is it better (and more correct) to distribute and under what licenses? (it is assumed that the plugin itself will be under GPL v3)

Apache License 2.1? 2.0 seems to be the latest...
1.1 is not compatible with any, 2.0 is GPLv3 compatible
www.apache.org/licenses/GPL-compatibility.html :

Apache 2 software can therefore be included in GPLv3 projects
