Help, I'm in a frenzy and can't understand the last paragraph from 3C

3C Distribution restrictions. You do not have the right:
An "Excluded License" is any license under which you may use, modify, or distribute code only if (i) the code is disclosed and distributed in source code form, or (ii) others have the right to modify it.
Does this mean that the developer (individual) cannot distribute software without source codes, or vice versa?

I didn't understand physics. a person can sell his creation without source code or as %-\?

You may not distribute your product under the copyleft clause , such as the GNU GPL v2+ .
What does this have to do with the community edition, I saw this item in the DirectX SDK as well.
