Library manager?

Next situation. For many years I have been collecting interesting books, literature on computer topics, technical, artistic, etc. As a result, I have 15,428 files, with a total size of 13.5 GB.
In order to somehow systematize all this, I store it in directories and subdirectories.

I don't want to make duplicates. At the same time, sometimes you want to find everything on the topic “automatic machines”, for example.
So I came to the conclusion that we need a library manager program in which it would be easy to set tags for files, search through them, and most importantly !!! so that there is a single database that is transferred from computer to computer, storing these books and tags for them.
I just dream when adding books - to give them the tag "unread" and after reading mark "read". Then you can immediately see what is read and what is not. Sometimes when you look into the library and immediately the thought is “here it is !!!, what did you read from this and what not ???”. 15000 Files!!! And they breed like mushrooms :)
That's the question.
Who is dealing with this and how? What library manager software do you use???
UPD: I'm especially interested in programs that store their databases locally, and not on the network.

Stopped storing books/articles/bookmarks. With very rare exceptions, everything can be found on Google.
Why keep an article or a book if in a year it will no longer be relevant?
And timeless classics are easy to find when you need them.
I don't keep books. For especially interesting articles/bookmarks I use Evernote.

I also stopped storing books after I saved up 40 gigs and realized that I would never read even 1/10 anyway. I throw links or articles entirely into the notes of the opera + I synchronize via Opera Link between home and work.
I throw all sorts of books on Dropbox. To store links, I did it very crookedly: I sketched a PHP script, through a web page I add a link, title and tags (up to 5 pieces, but more can be done), and then the PHP script feeds everything to the database. Well, then, when necessary, I read the database with the second PHP script.
As a result, the database is stored locally, and all sorts of books on the network)
Try Drupal and taxonomy there. This is of course not a program, but a CMS for the site. But then you can set a dozen tags to one book. In your case, for the article “Structural models and coding of automata states.pdf” there will be tags (can be hierarchical):

- programming / modeling
- mathematics / automata
And secondly, you can give easy access to your collection to your friends (if you host this on the site).
