Libraries for offline translation?

What libraries exist for offline translation of a large number (therefore, options with the Google / Yandex translators API are swept aside) of texts into English?
Ideally with support for a large number of languages.
Ideally for python, but C is also considered.
PS: it so happened that the quality of the translation is not the most significant factor
