The whole point is that I'm not going to use of api. Let's say I made my own client for instagram, having any desired feature. (though even masfollowing). Will they let me in google.play? And if they do, how long will it take?

In fact, if your application does not violate the rules of google play, you should not be removed from there. But if you violate the rules for working with api, then you will simply be denied access and your application will stop working.
