1. Buy a new ThinkPad T490 from the store (Windows 10 Pro pre-installed).

I have a Thinkpad X220 laptop with a Windows 7 Pro serial sticker.
I changed the disk there to an SSD, added RAM, installed Windows 10 Pro from a clean image and used the serial number from the sticker. Everything is registered and working fine. Before that, there was Windows 7 Pro with the same serial number and also worked fine.
So I think everything will work fine for you.
This is a completely normal practice and an absolutely working scheme. You will only need to do steps 1-4. Point 5 will be performed by the Windows installer for you, picking up the OEM key from the manufacturer at the initial stage of installation.
Before replacing with an SSD, find out the activation key from Windows 10 and write it down.
Then, when Windows 10 will be installed, enter the recorded key.
Maybe after installation, write that he does not want to be activated with this key.
