But seriously, by the time you can reach this level, you will already be asking this question not to random guys on the toaster, but to competent lawyers hired for a lot of money.

What is a website: a domain or its source code?
And if the service is with paid services, then there should obviously be a legal entity that can accept payments and pay taxes. And if the service is used to attract money/earnings, then such a site may be registered in some other registries (depending on the country).
