How to formalize legally means in the form of what, a site (service) of the VK level?
Probably just offshore? :)

If you have an unformed VK-level service with which you don’t know what to do - give it to me, I’ll figure it out.
But seriously, by the time you can reach this level, you will already be asking this question not to random guys on the toaster, but to competent lawyers hired for a lot of money.

As a result of intellectual property, but there will not be a site, but a code.
What is a website: a domain or its source code?
And if the service is with paid services, then there should obviously be a legal entity that can accept payments and pay taxes. And if the service is used to attract money/earnings, then such a site may be registered in some other registries (depending on the country).
