LeaseWeb: Germany or the Netherlands?

There is a server in Germany, rented from NetDirekt. Now LeaseWeb is being asked to pick up a replacement because "old servers are expiring." Tell me which DC to choose. In Germany or the Netherlands? Where is the best ping? 90% of clients are from Russia.

Pings should be better to Germany, because from the point of view of ordinary geography, all channels from Russia to Holland should go through Germany.

hetzner.de/ digitalocean.com/ and there and there servers in Germany. The quality of both services is excellent, the price tags are cheaper than many competitors. Although, if it's not a question of price, then rackspace.com is in the states, charging and temporary horizontal scaling pleases.

We moved all our stuff (~70 servers) to Germany as well, we don't see any problems.

I used to take hosting from netdirekt. Then Leaseweb bought them and everything became somehow incomprehensible. Tech support in Holland could not really answer anything about the German site. Therefore, I switched completely to Amsterdam. Well, the company itself is Dutch, and usually the service is best at the head offices.
Therefore, I recommend the DC in Holland
