If you're going into web programming, then definitely MVC. According to WCF - if you do not need it in the near future, then it's better to just read an overview. I would advise you to pay more attention not to WCF, but to WebAPI.
After reading Troelsen, it is advisable to read more Skeet and at least a little Richter.
If you want to learn the .Net technology stack, then I think you should start with WCF (understand it at least 20%) and then include MVC in your training in parallel. MVC often works with WCF services.
Depends on the tasks and on whether the server will have IIS. The main advantage of WCF is that it can be used without installing IIS on the machine, or for working with desktop applications. If you plan to build websites, create SaaS services, then definitely ASP.NET MVC. If you write desktop applications - then WCF.
